To read spots, no: anyone can follow the clusters. To spot a station or connect to the DX Cluster with your own callsign you need a valid amateur callsign.
Yes. On a tablet the list and the spot detail sit side by side, so you can keep the cluster in view while you read a spot.
Alerts are matched on our server against every incoming spot, and the match reaches you as a push notification. The app does not need to be open or running in the background.
